Incidents, lost and found, and roadway access, in one single app.
Centinel360 brings together, in a single app, what your citizens use most from a local council: reporting an incident or emergency, recovering a lost item, requesting authorization to drive on or occupy public roadways, and receiving the municipality's official news and announcements. Certified in ENS Alto and GDPR-compliant by design.

Need more? Add any module.
Centinel360 is extensible: we add the modules your municipality needs and integrate the services your council already has running —electronic headquarters, registry, tax payments, appointment booking, civil register, transport, or anything else— to complete the app and offer citizens a single point of access.
Your citizens live on their phones. Your council, somewhere else.
Calls that never get returned. Paperwork stuck in the registry queue. Complaints that never arrive. Traditional channels can't keep pace with people who today handle any personal matter in seconds from their phone.
of citizens prefer to communicate with public administration through digital channels rather than in person or by phone.
is the average time it takes for someone to abandon a municipal procedure when they can't find a clear digital path.
faster is the resolution of urban incidents when reported with photo and geolocation from the app.
Every module, worked out in detail.
Five years of design work with real local councils have condensed each flow down to the essentials: what the citizen needs and what the municipal team uses every day.
Urban incidents, alerts and an SOS button to 112.
The most-used module: citizens report any urban issue with photo, location and category; receive official council alerts (weather, traffic, services) digitally signed; and have an SOS button that connects to 112, sending exact GPS location.
- Over 40 preconfigured categories: street lighting, street furniture, cleaning, parks, potholes, graffiti, noise, water, abandoned animals, waste.
- Signed official alerts with the council's seal. Full legal validity and cryptographic verification visible to the citizen.
- SOS button with secure activation (3-second long press) that sends 112 the GPS location, optional medical data, and an alert to trusted contacts.
- Real-time tracking with notifications for every status change and an estimated resolution time based on the council's SLA.
The lost-and-found portal your municipality deserves.
Whoever finds something registers it in the app. Whoever lost it searches by category, area and date. The council validates each deposit and keeps custody of items according to protocol. Management is fully traceable under the GDPR and the statutory retention periods.
- Public catalog with filters by category, area, date and keyword. Results sorted by proximity or relevance.
- Secure contact: the personal data of the depositor or owner is never exposed. Communication goes through the app and is audited.
- GDPR traceability of every deposit, custody period and handover. Signed digital receipts at every step of the process.
- Automatic statutory deadlines: the platform calculates the custody period and notifies the council of auction or donation dates.
Requests for roadway access.
Everything that requires municipal authorization to drive on or occupy the roadway: LEZ, historic center, pedestrian streets, house moves, terraces, events, works and containers. A single digital flow with document verification, Cl@ve signature, Redsys payment, and an authorization QR code on your phone.
- LEZ and restricted areas: residents, shopkeepers, electric vehicles, healthcare workers. Each flow with its own specific document validation.
- Public roadway occupations: house moves, terraces, scaffolding, containers, film shoots, events. Geometry drawn on the map with automatic fee calculation.
- Automatic verification of license plates against the DGT and of addresses against the municipal register via SGAD services.
- Authorization QR code on the phone screen for roadway checks by mobility officers or local police.
An operations map of the whole city.
The duty officer sees incidents, deposited items, LEZ requests, patrols and events on a single map in real time, and controls traffic and access directly from headquarters. Centinel360 works on its own with its own back-office, or integrates with your municipal police management solution if you already have one deployed.
- Prioritized pins with SOS animation, automatic clustering, and filters by department, severity and age.
- Drag & drop assignment of incidents and requests to teams. The system notifies the citizen automatically.
- Optional integration with the GovTech ecosystem's local police management system to synchronize alerts and patrols.
- Full audit trail with traceability of every action in accordance with ENS Alto and the GDPR.
The complete cycle, from the citizen's app to street-level checks.
Every request travels a fully traceable flow from start to finish: citizens submit it from the app or website, the council resolves it with a reasoned decision, and, if approved, it becomes available for real-time roadway checks.
Request access from the app or website

Traffic management and street-level checks

If the license plate is not authorized, an automatic penalty procedure is opened.
Not just another app. It's the missing piece.
Designed with real local councils, certified in what matters, and integrable with the municipal GovTech suite you already have deployed.
100% self-sufficient
Centinel360 doesn't need any prior systems. It comes with a complete back-office including roles, permissions, workflow and catalogs. If you already have local police management deployed, data is synchronized automatically.
